Coal - Greta Train Support Facility Project


What’s Happening

Pacific National is constructing a new state of the art train support facility at Greta, which will increase the efficiency of its coal haulage services in the Hunter Valley region and provide significant capacity benefits to the broader Hunter Valley Coal Chain. The Greta Train Support Facility is injecting more than $110 million into the Hunter Valley economy and creating up to 550 full time jobs during the 12 month construction period, with at least 38 new local jobs once the site is operational. The facility will see a range of functions performed, including the refuelling of trains, routine train inspections and wagon maintenance work.


News

As reported in the Cessnock Courier, Greta Public School won three awards and the major Spirit Award at the Junior Rock Eisteddfod competition in Sydney (J-Rock). They were enabled to do so through Pacific National’s contribution of $3000 toward transport costs and costumes. This sponsorship meant that the cost of transport and fabric was not taken up by parents, and that students who would otherwise be prevented from taking part due to cost were not only able to get involved, but thrive. Congratulations Greta Public School!

Pacific National has also contributed $180,000 toward the safety upgrade of Wyndham Street, Sale Street and Price Street, removing the conflict between school students, cars and buses in front of Greta Public School. The contribution has been accepted by Cessnock Council and we are hoping to see works progress in the near future, taking into consideration the proper planning protocols to be followed with such works.

In addition, Pacific National is committed to action to mitigate the ongoing conflicts between heavy vehicle traffic and residents along Mansfield Street in Greta. Cessnock Council reports that the 85th percentile speed, or the speed at which 85% of the traffic is travelling, varies from 73 to over 75 km/hr along Mansfield Street - a 60 km/hr zone. One vehicle was logged at travelling at over 130 km/hr! Pacific National is currently investigating options to ensure limits are abided by. The police have also been contact in regards to the levels of speeding in the area.


Location

The Greta Train Support Facility is located between the existing railway line and the Hunter Expressway (F3 to Branxton extension). The total area of the site is 49.3ha, over half of which is being preserved for native flora and fauna conservation.


Current Status

Construction has been underway since June 2011. Milestones include;

  • Emplacement of grout plant and grouting of mine subsidence underneath the planned site access road and other facilities;
  • Commissioning of site offices and creation of car park to move traffic away from the main entrance;
  • Significant site clearing and earthworks;
  • Drainage and erosion control works;
  • Placement of nesting boxes for local native wildlife;
  • Ongoing progress with Aboriginal Heritage and European Heritage archaeological works; and
  • Widening of the cutting adjacent the railway at the northern end of the site during the ARTC track possession.

Upcoming construction activities include;

  • Further bulk earthworks;
  • Installation of permanent drainage pipes and culverts
  • Further archaeological investigations;
  • Continued grouting of mine subsidence areas; and
  • Further sediment and erosion control works.


Design & Amendments

Community feedback has driven significant changes to the design of the terminal, following an extensive stakeholder and community consultation process which involved public exhibition of the Environmental Assessment last year. As a result of feedback from the public and government agencies, the following amendments have been made:

  • The Access road now borders the western boundary along the Hunter Expressway site further away from the neighbouring residents;
  • All site buildings have been moved deeper into the site, located approximately 1.5km from Greta Township;
  • Wagon Sidings will not be constructed;
  • Locomotive Wheel Lathe Facility will not be constructed;
  • The Vehicle Service Centre will not be constructed;
  • 25m B-Double trucks will not be used to transport goods to site;


Key Features & Facilities

The project Greta Train Support Facility will include:

  • Five new rail tracks – including three provisioning tracks and two maintenance tracks;
  • A provisioning shed – providing crew change, refuelling and re-sanding activities;
  • Wagon maintenance facilities – including a wagon maintenance hard stand area, maintenance workshop, truck and vehicle storage, store room, office space, amenities and lunch room; and
  • Ancillary facilities - including fuel storage, water storage, fencing, car parking and access roadways, lighting and landscaping.
